No electricity in home?!!?

I just moved into a new duplex. The electric company came and turned on electricity, but I haven't had any power! There is a main breaker box and meter outside. There's also a breaker box in the kitchen. I've tried turning on/off all the switches outside and inside with no luck. AND my landlord is out of town til the end of the month! I contacted the electric company but they told me that the power had been turned on. They're supposed to come out one more time to check. Does anyone know what's wrong?
